Care Standards

An evidenced set of care standards for emergency departments to ensure that the right expectations are defined for quality and safety.

These have been designed from the ground up with frontline clinicians and are shown below.

In support of the development of Care Standards a comprehensive bibliography of relevant reference materials was collated and considered.

Model of Care

A common high level model of care for emergency departments to ensure that people can access the right staff, at the right place, at the right time.

This has been designed from the ground up with frontline clinicians.

Review of Performance

An agreed system of performance measurement to ensure the right monitoring and management to deliver continuous improvement.

Further to the development of the High Level Model of Care and Care Standards an initial suite of Key Performance Indicators (KPIs) were determined.

These reflected the initial development of Activity versus Resources versus Performance metrics for each of the 5 Steps of the High Level Model of Care. In support of standardising the reporting requirements throughout NHS Wales for Emergency Departments it was agreed to focus upon the national publication of experimental Emergency Department Measures.

Evaluation

An agreed set methods and criteria for judging the achievement of the right patient outcomes, from the right patient experience, at the right cost.

Methods of evaluation were identified at the early stages of the EDQDF Programme.
